Northrop Grumman Aeronautics Systems has an opening for a Manager, Program Level 3 join our team of qualified, diverse individuals. This leadership role can be in either located in Palmdale, CA; Redondo Beach, CA; Rancho Bernardo, CA.

- The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements.
- Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
- The individual will lead a matrixed cross-functional team aligned to common program performance goals through program baselining to completion of scope.
- This position requires a comprehensive understanding of restricted and DoD customer communities, program management skills, proven strategic planning and business execution capabilities, as well as the ability to work collaboratively across the enterprise.
- The selected candidate must have a comprehensive knowledge of program management standards, policies, and guidelines. The selected individual must be able to interact with and influence executive level management and customer’s and communicate effectively with both oral and written presentations.
- Partner with the program leadership team to develop/manage financial goals, establish and implement strategies related to financial business analysis and program status
Key Program Responsibilities:
- Development of Customer and stakeholder relationships and cultivation of Customer intimacy
- Adherence to all internal processes for Program Management
- Manage and monitor the work of the various functional organizations supporting the Program
- Development and adherence to budget baselines
- Establish, manage, and track milestones, product roadmaps, inter- and intra-program dependencies, and ensure adherence to master plans and schedules.
- Development and delivery of presentations to Customers, leadership, and program stakeholders
- Support the various internal and external program reviews throughout the organization.
- Conduct regular meetings with team to discuss issues, concerns, and resolution.
- Effectively coordinate and collaborate with functional and Segment leadership to ensure required staffing, processes, tools, training, infrastructure, etc. are provided to support successful project execution.
- Build and sustain an effective, engaged, and integrated team in a complex, geographically dispersed, and dynamic environment.

Basic Qualifications:
- Bachelors degree and 8 years (or Bachelor of Science in STEM and 7 years) of related experience as defined below, OR a Master’s degree and 6 years (or Master of Science in STEM and 5 years) of related experience as defined below.
- Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.
- Experience with Earned Value Management processes.
- An active DoD Top Secret clearance that has been granted or renewed within the last 6 years or is enrolled in continuous evaluation and the ability to obtain and maintain Special Program Access (SAP) within a reasonable period of time as determined by the needs of the business.
Preferred Qualifications:
- Demonstrated ability to create trusted customer relationships
- Knowledge of business management including contracts, pricing, proposal development, accounting, program planning & financial control, financial planning and program scheduling
- Ability to provide financial business analysis and reporting with the ability to clearly communicate with senior management as it relates to financial program status and analyses
- Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
- Ability to lead complex and geographically dispersed program teams comprised of engineering, business, contracts, supply chain, and mission/quality assurance
- Experience managing suppliers and/or subcontractors.
- Excellent interpersonal skills and a collaborative management style
- Excellent oral, written, and electronic communication skills
- Proven ability to effectively work across multiple organizations to form teams, gain internal support, act with speed, and make tough decisions
- Open to direction and collaborative work style; commitment to get the job completed
- Experience with Jira and Confluence tools
- Experience with MBSE and Agile methodology, preferably in a lead role
- Prior clearance to a Special Access Program (SAP) or Special Compartmentalized Information (SCI)
- At least 2 years of team lead and/or management experience.
- Strong understanding of technical, cost, and schedule impacts on a program.
Salary Range: $187,000 - $280,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
