Northrop Grumman Aeronautics is currently seeking a motivated and execution-oriented Manager Programs 2 to join the RQ-4 Program Management Team. This position will support our Autonomous Intelligence, Surveillance, Reconnaissance, and Targeting Business Unit in the Global Surveillance Division. The RQ-4 and Targets Enterprise of programs includes the RQ-4 variants for the US Air Force (USAF), Test Resource Management Center (TRMC), Direct Commercial Sales variant for NATO, Foreign Military Sales variants for Japan and the Republic of Korea, and BQM-34 Firebee Targets. This leadership role will have the responsibility of managing the cost, schedule and performance of a segment of overall portfolio efforts. This position may also be responsible for proposal, baselining, development, and sustainment efforts to support program needs.
The position will be based in our Rancho Bernardo, CA office and may be able to accommodate a hybrid telework schedule.
Responsibilities will include:
• Ownership of projects and budgets
• Management of program cost, schedule, performance, quality, and suppliers
• Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
• Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
• Creation, review and finalization of the program Statement of Work
• Cultivating customer relationships and intimacy to develop further opportunities within the customer community
• Development and adherence to master plans and schedules
• Conducting thorough risk & opportunity management practices including identification, mitigation and realization
• Ensuring all contractual technical requirements are met
• Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
• Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
• Measuring and reporting program performance
• Delivering presentations to customers, executive management and other program stakeholders
• Identification, distribution, tracking, and completion of program requirements
• Establishment and management of the program and subordinate baselines
• Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
• Identifying, allocating and managing program resources, including workforce planning
• Managing Government/customer supplied property or information (GFE, CFE, etc.)
• Managing suppliers to meet program objectives.
• Adherence to all internal processes, policies, and applicable industry standards
• Ensuring program team understands and adheres to contract scope, and manages change through control board activities

Basic Qualifications
• Bachelors degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.
• Related experience includes professional and/or military experience to include a background in project management, program management, engineering and engineering leadership, capture efforts, proposals, and/or business management related functions.
• Experience with Earned Value Management
• Ability to develop and manage schedules related to a major project or program
• The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
• Must have the ability to obtain and maintain a DoD Secret clearance.
Preferred Qualifications
• Experience managing engineering teams
• STEM degree
• Knowledge of Northrop Grumman internal processes, procedures, and organization.
• Avionics, DMS, and Demonstration project experience.
• Experience managing proposals.
• NATO or other International customer experience.
• Able to develop and manage schedules with complex interdependencies
• Experience managing Direct Commercial Sales (DCS) contracts.
• Experience managing Foreign Military Sales (FMS) contracts.
• Experience working Firm Fixed Price (FFP) contracts.
• Experience with High Altitude Long Endurance platforms such as RQ-4.
• Demonstrated experience meeting customer needs, building strong relationships with strategic partners and guiding program teams and support functions to take action to satisfy customer expectation
•An active DoD Secret or higher clearance
• Able to attain and maintain Special Program Access (PAR) within a reasonable amount of time as determined by business needs.
Salary Range: $151,900 - $227,900
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
