SUMMARY
Provide a qualified Test and Trials organization that supports company objectives. Assign and Manage Machinery and Systems Test and Trials operations. Maintain Test Schedule, co-organize and integrate proper test conduct throughout all NASSCO Stages of Construction, dealing effectively with Quality Assurance and Customer Representative. Responsible for development of all test documentation to include, reports, test plans, and other contract required test documentation for new construction test program.
Reports directly to Director T&T, Guarantee & Waterfront Services. Manage Test and Sr. Test Engineers, Trade General Foremen, and various Trades in support of overall Test Program. Coordinate Test Schedules and Production integration with Ship Managers for all vessels under construction. Maintain internal contact/communication with SOC Managers, Outfitting, Test Engineering/Engineering Contracts, EPO, PMO, Materials, Labor Relations, Human Resources, Safety, QA, Planning and Labor Budgeting. Maintain internal contact with the Supervisor of Shipbuilding (SUPSHIP), Military Sealift Command (MSC), INSURV, United States Coast Guard (USCG), American Bureau of Shipping (ABS), Vendors and Sub-Contractors
ESSENTIAL FUNCTIONS AND DUTIES
Manage the submission and completion of all internal and external Test procedures, Test reports, and Test plans. Integrate Test Schedules and progress updates
Develop and manage Test Budgets for all testing and associated Sea Trial activities
Liaison with Ship Management to ensure Production Schedules integrates with testing requirements
Develop and maintain Test Schedule that supports ship constructions Key Events
Maintain and communicate actual test progress for total test program overview for Internal and External Customers
Manage and maintain preventative maintenance for all shipboard equipment, prior to, during and after test operations
Manage the labeling process throughout construction of the ships to include labeling, nameplates, and valve identification
Determine departmental hourly/salary personnel requirements, to support yard wide New Construction Testing programs
Ensure quality standards
Contribute to identification of training support
Performance evaluation of salaried Engineers/Staff
Develop, allocate and manage Overhead and Capital Budgets for Department
Performs all job responsibilities in accordance with NASSCOs Mission, Vision, Values and Principles

SKILLS AND QUALIFICATIONS
B.S. Degree and/or equivalent relative experience with a minimum of 10 years desired experience, encompassing New Construction and Shipbuilding processes and procedures. Time operating Commercial or U.S. Navy Ships shall be considered an equivalent
Proven experience in Propulsion Plant Systems, Centralized Control Systems operations, Diesel Generator and experience in managing ships, toward completion phases, up to and including Sea Trials and Delivery and Guaranty Period.
Possess strong Management skills in Cost Management, Scheduling and Planning, Personnel Management, Quality Assurance and Safety Awareness; having demonstrated experience in dealing with Customer and Regulatory Body requirements
Effective Leadership, Communication and Team Building skills
Demonstrate knowledge and utilization of Production processes, Methods and Technology
Actively participates in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs
PHYSICAL DEMANDS
While performing the duties of this job, the employee must be able to climb on and around ships including stairs, ladders, masts, and scaffolding. Must be able to work around moving machinery. Must be able to handle stressful situations. Specific vision abilities required by this job include close, distance, and peripheral vision, depth perception, and the ability to adjust focus. Must be physically able to commute to various areas in shipyard. The employee is occasionally exposed to dust, welding/burning fumes, and smoke. Must be able to spend up to 70% of time in an outdoor shipyard environment in all climates. The noise level is usually moderate to extremely noisy 50% of the time, which may include sirens, horns, chipping, and hammering.
Pay Scale
$150,400.00 - $194,600.00
This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
